Disclosure first: Authect publishes this list, and Authect is one of the twelve companies in it. We have tried to make that matter as little as possible: every criterion and its weight is set out in How we chose and ranked, every fact about another company comes from that company's own website or its Clutch profile and is linked, and we ranked two firms above ourselves because their public track record in AI is clearly longer than ours.
This list is for founders, CTOs and product leaders who want a partner to design, build and run AI features or AI products: retrieval-augmented generation (RAG) over company documents, AI agents that take actions in other systems, document processing, computer vision or classic machine learning. It covers studios that build software for clients, not model labs or AI platforms you license. If you are still working out what AI work involves, start with our guide to what AI development services are.

How we chose and ranked
We started from firms that build AI software for clients and have verifiable public profiles, then kept those whose own websites show production AI work (named case studies, open-source tools or published research), not just a services menu. We excluded model labs, pure staffing marketplaces and companies we could not check. Each company was then scored against the criteria below, which are the things that decide whether an AI project reaches production and stays useful.
| Criterion | What we looked at | Weight |
|---|---|---|
| Production AI depth | Evidence of evaluation, retrieval, agents, MLOps and monitoring in shipped systems: case studies, open-source tools, research | 25 points |
| Public track record | Named clients and case studies the company publishes itself, and how long it has done AI work | 15 points |
| Independent client reviews | Clutch rating and, more importantly, the number of reviews behind it | 15 points |
| Seniority and access | Who does the work and whether you deal directly with the people who make technical decisions | 15 points |
| Ownership and lock-in | Whether you own the code, prompts, evaluation sets, data pipelines and cloud accounts, or depend on the vendor's platform | 10 points |
| Pricing transparency | Published rate bands, minimum project size and clear engagement models | 10 points |
| Time-zone and language fit | Overlap with working hours in Europe and the Middle East, the main audience of this list | 10 points |
Rankings are a judgement, not a measurement. A firm placed eighth may be the best choice for your project if its focus matches yours, which is why every profile has a Best for and a Consider section. Clutch ratings with very few reviews tell you less than ratings with many; we weighted the count as well as the score.
1. deepsense.ai
deepsense.ai is a Warsaw-based AI engineering company with a second office in Palo Alto. It designs, builds and runs AI agents, enterprise knowledge systems and AI infrastructure, and it has a broader machine learning base than most firms on this list: computer vision, edge deployments and predictive analytics sit alongside generative AI. It ranks first because it scores at or near the top on production depth, public track record and reviews at the same time.
- Headquarters: Warsaw, Poland, with an office in Palo Alto, California.
- Founded: 2014 (Clutch). Size: 50–249 employees (Clutch).
- Services: AI agents and generative AI, MLOps, AI advisory, computer vision, edge solutions and predictive analytics.
- Public work: case studies for Nielsen, Volkswagen, NOAA and AdaCore; open-source projects including ragbits and db-ally.

Strengths: depth across the whole machine learning stack, not only LLMs; open-source tooling for RAG that shows how the team thinks about engineering; enterprise and regulated-sector experience (pharma, finance, telecoms). Best for: mid-size and large organisations that need agents, document intelligence or computer vision taken to production with proper MLOps. Consider: the hourly band is at the upper end of this list and the client base is weighted towards enterprises, so a small first experiment may be a less natural fit than a scoped programme.
2. Vstorm
Vstorm is a Wrocław-based agentic AI engineering company that has been building AI systems since 2017. It focuses on one thing: taking a single business workflow from strategy to a live agent the client owns. Its open-source libraries, Pydantic AI work and published case studies make it one of the most transparent specialists in the market.
- Headquarters: Wrocław, Poland.
- Founded: 2017 (Clutch). Size: 10–49 employees (Clutch).
- Services: AI agent development, RAG, agent architecture, evaluation and observability, LLMOps, security and compliance, Pydantic AI development and advisory.

Strengths: sharp specialisation in agents and LLM systems; visible evaluation and observability practice; low minimum project size for a specialist; Arabic-language agent experience relevant to Middle East buyers. Best for: companies that know which workflow they want to automate and want specialists to build it properly. Consider: Vstorm is an AI specialist, so if the agent needs a new web or mobile product around it, check how that part will be staffed.
3. Authect
Authect is a founder-led software development studio headquartered in Dubai Silicon Oasis, with a team in Dubai and Spain (Madrid and Marbella) and partners in Lithuania. AI is one of its sub-fields within wider software development, which means the same team builds the AI feature and the product around it. You talk to the founders who build your project, never to a salesperson, and every project is led by a senior engineer.
- Headquarters: Dubai Silicon Oasis, UAE; team in Dubai, Madrid and Marbella; partners in Lithuania.
- Services: AI development, generative AI and agentic AI, as part of full software development (web, SaaS, mobile, security).
- How work is done: small teams; every project led by a senior engineer; AI-accelerated delivery where an engineer reviews every line.
- Ownership: clients own the code, infrastructure and designs from day one; no lock-in.
- Cooperation models: fixed-price projects, monthly sprints, and support and evolution.
- Clients: across Europe, the Middle East and beyond.
- Clutch: no profile, so no independent rating to show.
Strengths: direct access to the people making technical decisions; ownership of everything from the first day; working hours that overlap with both Europe and the Gulf; one team for the model work and the product work. Best for: startups and mid-size companies in Europe and the Middle East adding AI to a product, or building an AI-first product, who want a senior team rather than a large one. Look elsewhere if: you need a 50-person team on day one, a vendor with a long public record of named AI case studies and independent reviews, or deep research work such as training new computer vision models from scratch; the two firms above are stronger on that public record.
4. Neurons Lab
Neurons Lab is an AI consultancy and engineering firm focused on financial services, with offices in London and Singapore. It builds custom AI agents inside the client's own infrastructure and runs AI training and enablement for leadership teams. Its narrow sector focus is the main reason to shortlist it.

Strengths: a ready platform that can speed up common agent use cases; the backing of a listed consulting group; a wide service range. Best for: enterprises that like the idea of building on an existing agent platform. Consider: building on a vendor platform is a trade-off: ask which parts you will own outright and what moving away from the platform later would involve.
How to choose the right AI development company for your project
The best firm on paper is not always the best firm for you. Start from the problem, the data you have and the budget you can commit, then use this checklist to narrow the field to two or three companies for proper conversations.
- Write down the job the AI must do and how you will know it works: a question set, a sample of documents, an accuracy level you would accept. Our guide on how to add AI to your product walks through this.
- Match the firm's focus to your problem. Agents and LLM features, data-heavy machine learning, computer vision and conversational AI are different specialities.
- Ask to see evaluation, not demos. A serious partner will show how it measures answer quality and catches regressions. See what decides answer quality in RAG.
- Check ownership in the contract. Code, prompts, evaluation sets, pipelines, cloud accounts and model provider keys should be yours.
- Meet the people who will build it. Ask who leads the work day to day and whether you can speak to them directly.
- Read the reviews behind the rating. Twenty detailed reviews tell you more than a perfect score from three.
- Check working-hours overlap and the languages your users and staff need, including Arabic or Spanish if relevant.
- Start small. A paid discovery or pilot of a few weeks shows how a firm works before you commit to a full build.
Questions to ask on the first call
- Which of your recent AI projects is closest to ours, and is it in production today?
- How will you measure whether the system is good enough to launch, and who owns that test set?
- What happens to quality and cost when the model provider changes or retires a model?
- How do you handle prompt injection, data leakage and agents taking actions they should not?
- Who exactly will work on our project, and how senior are they?
- What will we own at the end, and what, if anything, stays on your platform?
- How do you price discovery, build and ongoing running costs, and what usually makes estimates move?
Which type of AI partner fits
Freelancers
Good for a narrow prototype or a specific skill gap, such as one retrieval pipeline. Cheap to start, but evaluation, security and long-term support usually fall back on you, and continuity depends on one person.

Boutique studios
Small senior teams, often founder-led, that build the AI feature and the product around it. Strong on direct access and speed of decisions; limited when you need many people at once. Most of the firms above with 10–49 employees and Authect sit here.
Specialist AI firms
Mid-size companies that do mostly AI and data, such as several Polish firms on this list. Deep on models, evaluation and MLOps; check product and design capacity if you need a full application.
Large consultancies
Global firms that can staff strategy, change management and engineering across countries. Suited to enterprise-wide programmes; minimum budgets and the distance between you and the engineers are both larger.
Choose the team that can show you how it will measure success before it shows you a demo.

Частые вопросы
What does an AI development company actually do?
It designs, builds, tests and runs software that uses AI to do a useful job: answering questions from your documents, extracting data from forms, automating multi-step tasks with agents, predicting demand or analysing images. A good one also checks your data, sets up evaluation so you can measure quality, integrates the system with your existing tools and keeps it working as models change.
Why is Authect on its own list, and why at number three?
Authect publishes this list and builds AI products, so leaving itself out would hide a relevant option; saying so at the top lets you weigh that. It is ranked third because, on the published criteria, deepsense.ai and Vstorm have a clearly longer public track record of named AI case studies and independent reviews, while Authect scores well on seniority, direct access, ownership and time-zone fit.
How much does it cost to hire an AI development company?
The hourly bands listed on Clutch for the firms here range from $25–49 to $100–149 per hour, with minimum projects from $10,000 to $100,000 or more. Total cost depends far more on scope than on rate: the number of data sources, how good the answers must be, integrations, security requirements and ongoing running costs. Ask each firm to price a short discovery first.
Should we use a specialist AI firm or a general software studio?
Use a specialist when the AI itself is the hard part: novel machine learning, computer vision, large-scale MLOps. Use a studio that does both AI and product engineering when the AI is one feature inside an application that also needs design, web or mobile work, security and integrations, so one team owns the whole result.
What should we own at the end of an AI project?
Everything needed to run and change the system without the vendor: source code, prompts, evaluation datasets and scripts, data pipelines, infrastructure definitions, cloud accounts and API keys for model providers. If a firm builds on its own platform, agree in writing what you own and what moving off the platform would involve.
How long does a first AI feature take to build?
A focused pilot with a clear question set and clean data often takes a few weeks; a production feature with integrations, security review and monitoring usually takes a few months. Data access and agreeing what good enough means are the most common causes of delay, more than the model work.
Are Clutch ratings reliable?
They are a useful signal because Clutch verifies reviewers, but read them with care. The number of reviews matters as much as the score, recent reviews matter more than old ones, and the written detail tells you whether past projects resemble yours. Combine reviews with reference calls and a look at the firm's own case studies.
