16 min de lectura
Disclosure first: this list is published by Authect, a founder-led software development studio headquartered in Dubai Silicon Oasis, and Authect is one of the eleven companies in it, ranked first. We are an interested party, so we publish the criteria and weights in full in How we chose and ranked, we take every fact about the other ten firms from their own websites and Clutch profiles (linked in each profile), and every profile, ours included, says who should look elsewhere.
The list is for companies in the UAE and the wider Gulf, and for international companies entering the region, that want a software partner with a genuine presence in Dubai: an office or licensed entity, people who work Gulf hours, and a team that understands regional expectations. It covers custom software, web and SaaS products, mobile apps and AI features. If you want the global view instead, see our list of the best custom software development companies.

How we chose and ranked
Clutch's Dubai directory lists hundreds of firms, but many are listed there because they serve the region, not because anyone works from it. We only included companies whose own website shows a Dubai office address or a UAE-registered entity, that build custom software for clients as their main business, and, except for Authect, that have a Clutch profile with verified reviews. We then scored each on what a buyer in the UAE needs. The weights add up to 100 points.
| Criterion | What we looked for | Weight (points) |
|---|---|---|
| Real base in Dubai or the UAE | Headquarters in Dubai, or a Dubai office or licensed entity shown on the firm's own site | 15 |
| Seniority of the people doing the work | Whether senior engineers and designers build the product, not just sell it | 15 |
| Direct access to decision-makers | Whether you can talk to the people who make technical and commercial calls | 15 |
| Relevant track record | Case studies and named clients the firm lists itself, especially in the Gulf | 15 |
| Independent client reviews | Clutch rating and the number of verified reviews behind it | 15 |
| Time-zone and language fit | Working hours that overlap Gulf Standard Time, and comfort with Arabic and right-to-left interfaces | 10 |
| Code and IP ownership | Whether the client owns code, designs and infrastructure, with no lock-in | 10 |
| Pricing transparency | Published rate bands, minimums or engagement models a buyer can plan around | 5 |
On method: we used only what each firm publishes about itself and what Clutch shows, and left out anything we could not confirm on those pages. Authect has no Clutch reviews yet and scores zero on that criterion. It ranks first because it is headquartered in Dubai, the founders run every project, and clients own everything from day one. On track record and reviews alone, Blink22 and Lumitech would rank above it, and buyers who weigh those most should start there.
1. Authect
Authect is a founder-led software development studio headquartered in Dubai Silicon Oasis. You talk to the founders who build your project, never a salesperson, and every project is led by a senior engineer. Delivery is AI-accelerated, with an engineer reviewing every line, and teams are deliberately small. Clients own the code, infrastructure and designs from day one, with no lock-in. More on our Dubai base and how we work.
- Headquarters: Dubai Silicon Oasis, Dubai, with the team in Dubai and Spain (Madrid and Marbella) and partners in Lithuania.
- Services: custom software, web and SaaS products, iOS and Android apps, AI features and security-minded engineering.
- Cooperation models: fixed-price projects, monthly sprints, and support and evolution after launch.
- Clients: across Europe, the Middle East and beyond.
- Clutch: no profile with reviews yet, so we score it zero on independent reviews.
- Strengths: a Dubai headquarters with the founders on every project; senior engineers doing the work; full ownership of code, infrastructure and designs from the first day; a team spread across Gulf and European hours.
- Best for: UAE and Gulf companies, and European companies working in the region, that want a small senior team and a straight line to the people making decisions.
- Look elsewhere if: you need a 50-person team on day one, or you want a vendor with a long public record of named case studies and verified reviews; Blink22, Lumitech and the larger firms below are a better fit for either.
2. Blink22
Blink22 is a Dubai-headquartered software company building for startups and enterprises, with offices in Riyadh, London, Singapore and Doha and Alexandria, Egypt, listed on Clutch. Its client list is strongly regional, and its website says a senior engineer reads each new enquiry and replies within 24 to 48 hours with a plan and estimate.
- Headquarters: ParkLane Tower, Business Bay, Dubai; trading name of a Dubai-registered L.L.C.
- Founded: 2015. Size: 50–249 employees (Clutch).
- Services: AI platform development, rapid MVP development, Sitecore development, staff augmentation, software consultancy and support.
- Clients it lists: Careem, Salik, Geidea and Jumia, among others.

- Best for: regional scale-ups and enterprises building consumer apps, AI platforms or Sitecore-based sites.
- Consider: its locations span the Gulf, Egypt, London and Singapore; ask how the team for your project is split between them.
3. Lumitech
Lumitech is an AI-driven product engineering company headquartered in Dubai Silicon Oasis, founded in 2022 and led by founder and CEO Denis Salatin. It offers a working prototype before a client commits, and says its more than 100 engineers are full-time employees based in Dubai and Eastern Europe.

- Clutch: 5.0 from 56 reviews; $25–49 per hour; minimum project $10,000+.
- Sources: Lumitech website, Lumitech on Clutch.
- Strengths: prototype-first selling, which lets buyers judge real work before signing; clear choice of pricing models; a perfect Clutch score across a meaningful number of reviews; recent GCC case studies.
- Best for: companies that want to test an AI feature or product idea quickly, then scale it with the same team.
- Consider: it is a young company, founded in 2022, so ask for references from projects that have been live for a year or more.
4. Railsware

What is different about hiring a software company in Dubai
Most of the advice on choosing a software partner applies anywhere. A few points matter more in the UAE, and they are worth raising on the first call.
- Data protection. The UAE government's data protection page lists Federal Decree-Law No. 45 of 2021 on personal data, the DIFC's own Data Protection Law (DIFC Law No. 5 of 2020) and Federal Law No. 2 of 2019 on ICT in health fields. Ask any vendor how they handle consent, data residency and cross-border transfers for your users.
- Arabic and right-to-left. If your users read Arabic, the product needs right-to-left layouts, bidirectional text and Arabic typography designed in from the start, not added at the end. Ask to see a shipped Arabic interface.
- A real local presence. Check the company's trade licence or free-zone registration and the address on its website. A Dubai office that holds only a sales contact is different from one where your team works.
- Working hours. The UAE works Monday to Friday on Gulf Standard Time. Teams in Europe, Egypt and the Gulf overlap well; teams on US hours overlap for only part of the day.
- Government and regulated work. Public-sector and financial projects often carry their own security and hosting requirements; see our notes on software for government and fintech.
How to choose the right company for your project
A list narrows the field; it does not make the decision. Match the type of company to the shape of your project, then test the shortlist with the same questions. Our guides on choosing a software development company and outsourcing software development go into more depth.
Freelancers
Useful for a defined task you can manage yourself, such as a landing page or a prototype. Low overhead, but you carry the project management, the quality control and the risk if the person moves on. Check visa and licensing status for anyone working in the UAE.

Boutique studios
Small senior teams, often founder-led, where the people you meet are the people who build. Strong for new products and focused rebuilds. Check capacity if you expect to grow the team quickly.
Mid-size agencies
Roughly 50 to 1,000 people, with specialist roles and established processes. A good fit for scale-ups and multi-stream programmes. Ask who your senior contacts are and how much of their time you get.
Large consultancies
Thousands of people, offshore delivery centres and formal governance. Suited to enterprise and government programmes with many teams and heavy compliance. Expect more layers between you and the engineers and larger minimum commitments.
A practical checklist
- Write a one-page brief: the problem, the users, the languages you need, and what must exist at launch.
- Decide whether you want a fixed scope and price or a monthly team you steer; our comparison of fixed price and time and materials explains the trade-offs.
- Shortlist three to five firms with case studies similar in type, size and region to yours.
- Confirm each firm's UAE presence: licence, office address and who works from it.
- Read Clutch reviews for patterns in communication, estimates and handover, not just the score.
- Ask for a short paid discovery or a prototype before committing to the full build.
- Put code, design and infrastructure ownership, repository access from day one and an exit plan into the contract.
Questions to ask on the first call
- Who will build this, where are they based, and can I meet the lead engineer before we sign?
- Who do I call when something goes wrong, and can they make the decision to fix it?
- Where will our data be hosted, and how do you handle UAE data protection requirements?
- Can you show me an Arabic, right-to-left product you have shipped?
- When do we get admin access to repositories, cloud accounts and design files?
- How do you use AI tools in delivery, and who reviews what they produce?
- What does handover look like if we bring the product in-house?
In Dubai, almost every software company has an address. The question that matters is whether the people building your product are in the room, in your time zone, and accountable to you by name.
To get a first sense of effort and team shape before those calls, try our software cost calculator. It works in hours and team size rather than a price, so you can compare proposals on the same footing.

Preguntas frecuentes
Why is Authect ranked first on a list Authect publishes?
Because on the criteria we publish, a Dubai headquarters, founders on every project, senior engineers doing the work and full client ownership, it scores highest. We also score it zero on independent reviews because it has none on Clutch yet, and we say plainly that Blink22 and Lumitech would rank above it on track record and reviews alone.
How did you decide which companies have a real base in Dubai?
We only included firms whose own website shows a Dubai office address or a UAE-registered entity, or whose Clutch profile lists Dubai as headquarters. Many firms in Clutch's Dubai directory serve the region without an office there; we left those out.
Should I choose a company headquartered in Dubai or one with a Dubai office?
It depends on where the work happens. A Dubai headquarters usually means decision-makers in your time zone. An international firm with a Dubai office can bring more capacity, but ask whether your team will be in Dubai or in a delivery centre elsewhere, and who is accountable locally.
Do Dubai software companies need to follow UAE data protection law?
Your organisation is responsible for how your users' data is handled, and your vendor should build to those rules. The UAE government lists Federal Decree-Law No. 45 of 2021 on personal data, the DIFC Data Protection Law and a federal law on ICT in health fields. Ask each vendor how they handle consent, hosting and transfers.
What do the Clutch hourly rate bands mean?
They are the bands each firm selects for its Clutch profile, in US dollars. They indicate positioning, not a price for your project. Real cost depends on scope, team shape and how quickly decisions are made, so ask for an estimate built from a breakdown of the work.
Can a Dubai software company build Arabic and English products?
Yes, but check it rather than assume it. A bilingual product needs right-to-left layouts, bidirectional text handling, Arabic typography and translated content planned from the start. Ask to see a shipped Arabic interface and who on the team will review the Arabic.
How long does it take to choose a software development partner in the UAE?
For most projects, two to six weeks: a week for the brief and shortlist, one or two weeks of calls and proposals, and a short discovery or prototype with your preferred firm. Allow extra time if procurement needs licences, security questionnaires or local entity checks.
